The group that went up to the POT did not consider whether or not the police were around. They were waiting on a final guest speaker to arrive and did it just for fun. As for the presence of the police, they came to the event and talked to the student while the students consumed cigarettes right in front of them. The officers in question said they had no intention of enforcing the ban. If anything is naughty, it's passing ridiculous, unenforceable, feel-good regulations which may be selectively enforced against particular students in the future.
