When you make a rule and attach a punishment to not following that rule then you are punishing people and forcing people. Encouragement would have been to start a flier and leaflet campaign discouraging smoking. Encouragement would have been holding talks on the dangers of smoking. Encouragement would have been doing anything other than creating a hard rule against it. I'm all for encouragement. Habitual Cigarette smoking is bad for you, there is no arguing that point. Second hand smoke is dangerous to the health of others. But banning all tobacco products from the campus as a whole is an extreme move that is both unnecessary and unhelpful.
